Problem Statement

The federal government can set-aside certain contracts for small businesses, as well as award strictly to a small business if the dollar threshold is under $150,000. (SBA, 2018).

There are also requirements from the Small Business Administration to award at least 23% of contracts to small businesses, but that goal has recently not been met by any federal contracting agency.

The general business problem is that small businesses have issues bidding on contracts as well asbeing able to win a contract if they do complete the bid, which costs the company an immense amount of money and time.

The specific business problem is that the small business owners do not know what resources are available to them within the Small Business Administration, as wellas various programs they can qualify for to assist them and they lack the ability to win and obtainfederal government contracts.

Purpose StatementThe purpose of this study was accomplished by using a qualitative strategy to dive into the resources and strategies that small businesses use to win federal contracts.

The specific population will consist of four small businesses that have offices all over the continental United States and whom operate with the Federal Government as well as the commercial industry.

The four small businesses have headquarters in Dayton, Ohio and more than 50% of their work is at Wright-Patterson Air Force Base.

There are various implications for positive results from this study, being more local jobs for employers as well as sustainment for small businesses and not failing as an entity. The results of this study could contribute to social change by improving
