Special Education in the Individualized Education Program
The Federal Law called the Individuals with Disabilities Education Improvement Act (IDEA)2004, requires that children must be identified in one of the following categories Autism, deafness, emotional disturbance, hearing impairment, intellectual and development disability, multiple disabilities, orthopedic impairment, other health impairment, specific learning disability,speech or language impairments, traumatic brain injury, visual impairment including blindness toreceive services in the special education department.
When a child has been appropriately identified in one of these areas there must be a written individual education plan. In other words, an IEP. The federal law requires that every school to create an IEP.
The purpose of an IEP is to address each child’s unique learning issues and include specific educational goals. When writing an IEP several people are involved including parents. The entire process can often take time, effort and patience. In addition, the process is to sort the strengths and the weaknesses of the child. The individual education plan is to be implement through the entire school year. There must be an annual meeting held within two weeks of the current expiration on the individual education plan.
There are seven important components that should be included in each IEP, they are as followed Present levels of Academic Achievement, Academic Functional Performance, Measurable Annual Goals, Measure and Reports Student Progress, Services needed to Achieve Annual Goals, Students participating with Nondisabled Students, Accommodations with State and Districtwide Assessments and Transition Planning.
Present Levels of Academic Achievement and Functional PerformanceThe Present Levels of Academic Achievement and Functional Performance is the starting point for all decisions regarding a student’s individualized education. (Gibb & Dyches) There is adifference in the Academic Achievement and the Functional Achievement.
The Academic achievement refers to gaining requisite skills and knowledge for the success in school. Through the academic skills students will learn to reading, writing and math.
Learning these skills are essential when it comes to applying prior knowledge in other areas such as science, health and social studies. Whereas the achievement in the functional performance is applying the knowledgeand skills to meet the daily needs.
These needs include social skills (developing relationships among peers), meeting school behavior expectations (classroom rules, school rules), adaptive skills (grooming and feeding oneself). The decisions are based on what a child can do independently and what they student cannot do. Teachers must understand what students know and can do before planning the next steps.
