It can be suggested that the city government provide a political way to overcome obstacles to sharing information about privacy, network values, and the official approval process for providing personal information. Information technology (IT) is developing rapidly. This development poses a major threat to companies and organizations.

Knowledge exchange through the use of technology is an important measure of business in organizations. This paper will briefly discuss two major tools which are used in policy-making, the paper will also briefly describe how these two tools can be used to develop a policy for optimization of bus and local train schedules with the objective of minimizing energy use as well as passenger wait times in smart City environment. The first tool which is used in policy making which is very crucial in optimization of local train schedules is the analytical tool which deals with broadened data collection, improved data collection gives room for decentralization of character of the federal statistical system, associated with the near-certainty of changing data requirements over certain duration, in general, improved generally, coordination of data production as well as adoption.
